David Elliott

As the Deputy Secretary of Services, David Elliott manages all DOA government operations and oversees DOA’s service divisions including Purchase and Contract, Motor Fleet Management, Mail Service Center and Surplus Property. 

From 2021 to 2024, Elliott served as DOA's Deputy Secretary of Advocacy, overseeing all operations related to the NC Department of Administration’s advocacy divisions. He also provided strategic direction and leadership across DOA regarding diversity, equity and inclusion for the agency’s internal and external policies and procedures.  

Prior to joining DOA, he served as the Deputy Chief of Staff for the NC Department of Justice (DOJ). In addition to his management duties, he worked closely with DOJ’s Diversity and Inclusion Committee.  His advocacy work included teaching classes for the North Carolina Victim Assistance Network and participating in programs for Crime Victims’ Rights Week.

Elliott began his career at DOJ in 1997 as an Assistant Attorney General in the Consumer Protection Division. In 2007, he was selected to lead the Victim and Citizen Services Section.  In that role, he advocated for crime victims while on the Governor Crime Commission.  He also served on the NC Coalition Against Sexual Assault, the NC Domestic Violence Commission, the Human Trafficking Commission, and North Carolina Victim Assistance Network.

Elliott is a graduate of UNC-Chapel Hill and Duke University School of Law.
