As the NC Department of Administration's Deputy Secretary of Service Operations, Haley Pfeiffer Haynes manages all agency government operations and oversees DOA service divisions including Purchase and Contract, Motor Fleet Management, Mail Service Center, and Surplus Property.
Prior to joining DOA, Pfeiffer Haynes served as the Chief of External Affairs for the NC Department of Public Safety's Office of Recovery and Resiliency (NCORR) since February 2020. In this role, she focused on communications and development of external relationships for pandemic and hurricane relief programs.
Before NCORR she served Secretary of State Elaine F. Marshall, first as General Counsel, then as Deputy Secretary of State for seventeen years collectively, overseeing major divisions including Business Registration, Notary, Charitable Solicitation Licensing and Trademarks.
As a licensed attorney, Pfeiffer Haynes litigated for ten years preceding her appointments with the NC Secretary of State focusing on criminal defense and family law.
She is a North Carolina native, born in Raleigh and raised in Hendersonville. Pfeiffer Haynes earned a Bachelor of Arts in Political Science graduating cum laude from North Carolina State University. She also received a Juris Doctor degree from the University of North Carolina School of Law.
