Positioning
- The NC flag should never be placed above the U.S. flag. If on the same level, the NC flag should be placed to the right of the U.S. flag.
- When on the same staff, NC flag should be under the national flag. When flown from adjacent staffs, the U.S. flag should always be hoisted first and lowered last.
Flying Flags at Half-Staff
- Flags may be flown at half-staff only by Presidential proclamation (which affects federal buildings, grounds, and naval vessels) or by the Governor’s order (which affects state facilities).
- The flag is hoisted to the peak for an instant and then lowered to half-staff. The flag is then raised to the peak before it is lowered for the day.
- The flag of North Carolina may not be displayed at full staff while the United States flag is at half-staff.
