Submitting Grant Application

State Grants

The application period for 2025-2027 DV and SA state grants is now open.

Approved applicants will receive a one-year contract with an option to renew in the second year of the fiscal biennium.

The process has two steps:

  1. Fill out the Grantee Supplemental Application Word form.
    • The information in the applicable version of this form is the meat of the application for eligibility and will be uploaded to the EBS online grant management system.
    • You must submit a separate supplemental form for each program type (DV and SA) and for each county for which you are seeking a separate award.

  2. The Grantee Profile section in EBS must be completed and certified. For existing state grantees that already have a Grantee Profile, it must be updated and re-certified.

Completed applications (Grantee Profile with uploaded Grantee Supplemental Form(s)) have a deadline of submission through EBS by May 9, 2025.

Accessing the Grant Management System

The Council for Women & Youth Involvement utilizes the Enterprise Business Service (EBS) Grants Management System. The system allows grantees & CFWYI staff to:

  • Create and execute agreements
  • Submit actual budget and budget change requests
  • Submit expenditure and reimbursement reports
  • Approve grant payments/reimbursements
  • Monitor/track grant progress
  • Conduct research and analysis

Grantees: Submitting Reports

State grantees must report on expenditure information monthly. State grantees must issue statistics reporting semi-annually.
